The Hoosick Falls Village Board has reached an undisclosed draft settlement with Saint-Gobain Performance Plastics and Honeywell that calls for the two companies to pay for expenses the village incurred after learning in 2014 that its water supply was polluted with a toxic manufacturing chemical.
